Capt S K Dwivedi, CEO, YEA...on progress of yamuna expressway work, his priorities and and development issues on 21/06/2011 Jul 06 2011...The Yamuna Expressway, the UP government’s prestigious project to develop an access-controlled, high-speed road connecting Delhi with Agra, is going to miss the October deadline...More. ; June 4. 2011: Following up on the success of last week's kisan panchayat and the land acquisition policy which was positively received, the Uttar Pradesh government has gone a step ahead and started distributing the one-time annuity of the rehabilitation and resettlement (R&R) policy to 2,600 farmers of Tappal in Aligarh who had opted for it. The same exercise is also expected to kick off in Agra in a few days. About 500 hectares were been acquired in Tappal and Agra for the Jaypee Group, which is constructing the Yamuna Expressway from Greater Noida to Agra.
May 31,2011: Mayawati had called a "mahapanchayat" on Thursday at her residence in Lucknow which was attended by farmers belonging to Bhatta, Parsaul, Tappal and Chandauli.... Uttar Pradesh Chief Minister Mayawati has announced a new land acquisition policy after weeks of violent protests against her government. Mayawati said that as per the new policy developers would now directly negotiate with farmers for land and that the state government would just act as a facilitator. Blaming the Centre for the violence against land acquisition in Bhatta and Parsaul villages of Greater Noida, Mayawati also promised compensation to the farmers of the twin villages. She also demanded better land acquisition policy from the Centre, saying that her party will launch an agitation outside Parliament in the Monsoon Session if the issue was not resolved.

April 20, 2011: The 165-km-long Yamuna Expressway, connecting Delhi to Agra, will be completed by October 30, well in time for the first Formula One Grand Prix in Greater Noida. Both the expressway and the race track, which was recently renamed Buddh International Race Track, are being developed by the Jaypee Group. The October slot for F-1 has been fixed subject to final inspection by experts of Federation International de l’Automobile (FIA) in June. The expressway was to be completed by March 31, but work got stalled when farmers launched an agitation at Tappal near Aligarh to demand higher compensation for land acquired for a township project which is part of the expressway.

The Mayawati government issued a notification on Monday bringing 1,187 villages spanning six districts along the Yamuna Expressway under the Yamuna Expressway Industrial Development Authority, cutting short a process that would otherwise have taken years.
October 20, 2010...Yamuna Expressway Industrial Development Authority (YEA) has taken lessons from Noida and Greater Noida to effectively implement a greenery plan for the city. “Apart from green belts and parks, allottees will be required to plant trees in their premises depending on the size of the plot,” YK Bahl, additional chief executive officer of the authority has said. “A completion certificate will be issued only when allottees adhere to landscaping norms and plant mandatory trees,” Bahl added.The authority allotted 26,000 residential plots recently. Possession of plots is expected to begin in the next two years. YEA will develop the area along the 165-km link road between Noida and Agra expected to be operational by March 2011.The Noida authority has plans to provide an alternative to DND Flyway. "There are some legal hurdles. We have our surveys done. Hopefully, work on a six-lane link parallel to Kalindi Kunj Yamuna Bridge will start within a year," NP Singh, deputy CEO of Noida authority hasd said in an interview.

A bench of Justices V S Sirpurkar and Cyriac Joseph dismissed a bunch of petitions filed by aggrieved land owners who challenged the acquisition as a “colourable exercise of power” to benefit a private company J P Infratech and that there was no public purpose involved. July 26, 2010: Ymauna Expressway is likely to be opened for traffic only after Commonwealth Games, although the government has given the instruction to atlease complete the service lane. It is reported that 76% interchange work at parichowk and 46% at Jewar interchange is completed. The works are reportedly delayed due to late farmers-YEA tussle. The YEA is scheduled for completetion in 2013.

The petitioners had filed the petition challenging the notification issued under sections 4, 6, 17 (1) (4) of the Land Acquisition Act. June 19, 2010 : Road and internal sector development works has began in Yamuna Expressway area in its sectors 18 and 20, in the areas where YEA has got land possession. Possestoion process in all the 20 villages is on and likely to be complated by July. The work of design of internal development of sectors have been assigned to Tata Consultantcy.Wide roads and green belt on the both sides of expressway is planned.

May 17, 2010, Yamuna Expressway Registry Camp at Greater Noida Asstt Registrar Shri Mukesh Yadav Commened on 17th May 2010. that Yamuna Expressway Authority has allowed allotees to execute agreement to leasedeed with allotment rate till May 20, 2010. About 250-300 registries are being done daily, so far about 3000+ agreement to lease deeds have been executed.

It is learnt that total of 21000 plots were alloted, however about 18000 original allotees are given this facility for execution of agreement to lease deed by May 20, 2010. It is also learnt that allotees can also execute the agreement to lease deed within four months from the date of permission from Yamuna Expressway Authority.
Yamuna Expressway allotees of 300 sqm residential plots would have to pay about Rs 375/- more if they fail to execute agreement to lease for by May 20, 2010...as the difference between allotment rate and circle rate is slighter. However it is learnt that District Administration could hike circle rate by 20% after 30th June 2010. Additional charges required to be paid for not do executing agreement to lease before May 20, 2010.

The six-lane expressway, connecting Greater Noida in NCR and Agra, is being developed at a cost of Rs 9,739 crore. The company has so far invested Rs 6,250 crore. |

Under Yamuna Expressway Authority's recently announced policy for transfer of Allotment Rights of residential plots in case of transfer in favour of blood relation or in case of death transfer to legal heirs, no transfer charges shall be payable, Says a report.In other cases transfer charges of 2.5 per cent are applicable. Application will be submitted on stamp papers to the tune of 2 per cent of the total value of property. After transfer fresh allotment letter will be issued to the purchaser who can pay installments as per plan.

Change in Transfer Policy? A report says that Yamuna Expresway Authority is considering a proposal to change the transfer policy it would allow its allottes to transfer the property on payment of transfer charges of 2.5%. As per existing rules transfer is allowed only after possestion and registry i.e. after 4 years. Otherwise allottes were resorting to general power of attorney / patta-prakekh for sales of plots. Report says that Stamp & Registration department has objected to this change in Policy as under the transfer & welath act transfer can be done only after registration besides it would lead to huge revenue loss to the government. YEA it is learnt that has decided to seek legal opinion.
High Court tells govt: Go ahead with Yamuna Expressway project In a reprieve to the Mayawati government, the Allahabad High Court upheld the validity of the land acquisition notification for the construction of Yamuna Expressway. ..The notification was issued on October 15, 2007 under the Land Acquisition Act. ..The Court asked the state government and the Jaypee Group of Industries to go ahead with the project and complete it before the Commonwealth Games.
